Add cinnamon sticks, vanilla bean, and nutmeg. Turn off heat and leave spices to infuse for at least 30 minutes. Strain, and return the cream to a saucepan. Soften the gelatin: In a small, wide bowl, sprinkle the gelatin evenly over 1/4 cup cold milk and let stand about 5 minutes, until softened.
